—Defect report
goes ashore behind the noon report, never in front of itPhotographs are held, not dropped. A thumbnail goes with the report so your superintendent can see what he is being told about. The full photograph waits on board until somebody decides the link can afford it — it is listed in the outbox with its size, and it is still here in a month.
The link, as this terminal observed it
recorded on board, hourlyFrom shore, a satellite outage and a bridge PC somebody switched off look identical. This terminal only records the hours it was awake for, and it says which those were, so the coverage figure your office reads is measured, not assumed.

How it stays that small
The logger is on board
Shore does not poll the ship to find out whether she is reachable. The terminal writes its own hourly record and sends the day’s record once, compressed, behind everything else. A month of it is smaller than one photograph.
Downlink is a digest
The ship is not given the office’s database. She is given what changed that concerns her — a certificate that moved, an approval, an alert — as a few hundred bytes a day.
Nothing is sent twice
Each item carries the vessel’s own stable id. A report that went ashore and was acknowledged is never re-sent, and a link that drops mid-send resumes rather than restarts.
Waiting to go ashore
in the order they will goWhen there is no link at all
the last resort, and it is not a worse reportSome ships have a mail account and nothing else, and some links are down for a week. The terminal composes the same report as plain text and hands it to whatever mail client the bridge PC has. Nothing is re-typed, so the figures that reach your office are the figures the officer entered, and the queue above is not cleared until the office acknowledges them.
Gone ashore, and acknowledged
Keep a copy off this computer
for the day the PC is reimagedA file with the outbox, the link record and the balance book, for a USB stick. It holds no PIN and no credential, so a lost stick cannot report as the ship. Putting it back adds only what is missing, so nothing goes ashore twice.
From the office
—What changed ashore that concerns this vessel. Nothing is asked of the officer here; it is here so that the bridge is not the last to know.
